Rep. Trahan proposes a law letting people sue SI-agent developers for harm

If the creator is made answerable for an agent's actions, agents will have to be kept in narrower bounds, and their autonomy will shrink.
Rep. Lori Trahan (D-Massachusetts) published a discussion draft of the CLAIM Act on liability for harm caused by SI agents. According to Semafor, it lets third parties sue developers whose agents caused damage, clarifies the question of intent in agents' conduct and sets a federal floor without overriding state laws. Trahan ties the initiative to this year's Hugging Face incident and says: "When someone breaks the law and hurts you, you can take them to court. That shouldn't change just because the wrongdoer is an SI agent."
