In Europe, OpenAI is building its platform around agents and code rather than video.

According to The Decoder, OpenAI expects wider access to Dots in Europe "in a few weeks" after talks with regulators; some business accounts already have access. Weekly Codex users in Germany have grown 20-fold since January, and nearly one in five desktop-app users applies coding skills to office documents, presentations and spreadsheets. According to company representatives, the Sora video generator was shut down in March because of its heavy resource demands, customers mostly asked for coding and agent models, and a return of Sora is not ruled out. OpenAI is building a platform with an Agents API, plugins and web apps, and puts ChatGPT's audience at 1.2 billion people a week.
