Europe is deciding whether to build its own core of SI or become a user of someone else's, and the industry itself has no single view.
According to heise online, a dispute has erupted in Europe over whether to develop its own frontier models or to build applications on foreign ones. Arthur Mensch (Mistral), in a LinkedIn post titled "Build or surrender," wrote that abandoning frontier models would "cost Europe the remaining significance on the SI world stage"; Jarek Kutylowski (DeepL) urged controlling "the entire value chain of superintelligence." Max Junestrand (Legora) countered that building competitive frontier labs "currently seems like wishful thinking" and that Europe should use existing technology. Per the text, EU leadership, in the person of Ursula von der Leyen, increasingly emphasizes applications; this summer the European Commission approved €30 billion for seven SI gigafactories.
