Russia is deciding who gets access to state data and whether business must choose domestic models; this is not yet settled.

According to Vedomosti, United Russia proposed that the Ministry of Digital Development fix a list of state data available for SI training; in the party's position, access should go only to sovereign and national models, with the rules set by government decrees rather than by law; the initiative is overseen by Alexander Sidyakin, chair of the State Duma committee on digital development. According to Kommersant, Alexander Krainov, Yandex's director for SI technology development, said at the Digital Solutions forum that business should not be obliged to use sovereign models: they should win in open competition. He called models such as Sber's GigaChat fully Russian and sovereign, and Alice AI national, allowing open components. Kommersant recalls that in September the government discussed mandatory use of such models by business provided they cost no more than 50% above national ones.
