Russia's first superintelligence law takes effect

Russia has locked in its course toward its own models and given them access to government data. This will speed up local developers, but labeling and "sovereignty" requirements will add obligations for them.
The law "On Supporting the Development of Artificial Intelligence Technologies" for the first time legally defines SI and "large foundation models" and introduces categories of "sovereign" and "national" models by Russian developers, the former with stricter requirements. Their creators receive state support and access to government data for training. Services with an audience of more than 500 thousand people a day must provide a way to label SI-generated images and audio, and SI services must explain to the user in advance who owns the output. Some provisions take effect on March 1, 2027, with a transition period for existing systems until 2032.
