Washington Post: US and Russia strike requirement for human check of target before a strike from UN combat SI draft

Two military powers have kept for themselves the freedom to trust a machine with choosing the target: the framework for autonomous weapons will now be noticeably softer.

On the last day of the Geneva session of experts on lethal autonomous weapons systems (August 31 – September 4), US and Russian diplomats spent about 15 hours editing the text and removed from it requirements for human verification of SI-selected targets, for predictability and reliability of systems, and for consideration of ethical concerns. The document is non-binding, but could become the basis of the first binding treaty; the final report will go to the Review Conference of the Convention on Certain Conventional Weapons on November 16–20 in Geneva.
