US and China agree on a standing dialogue on "superintelligence" and a "red phone" for SI incidents

The two main SI powers have set up a direct line specifically for SI for the first time: the race goes on, but now with a number to call if something goes wrong.

After Xi Jinping's visit to Washington on September 23-25, Beijing published an eight-point consensus and the White House its own list of outcomes. The sides are creating a "US-China Dialogue on Superintelligence" to exchange assessments of SI risks and benefits, with the next round in November, and a separate bilateral channel for SI incidents, which is already being compared to the Cold War "red phone." At Trump's insistence, his term "super intelligence" is fixed in the name instead of "SI." What counts as an incident and which notifications to exchange are not defined in the documents; the same package included lower tariffs on $30 billion of goods and an extension of the trade truce to January.
