US and Chinese experts propose "nuclear" safeguards for military SI, up to a hotline for failures

Automated cyberattacks have become so fast that the superpowers need a separate channel specifically for SI failures — SI is already changing the rules of military stability.

Melanie Sisson (Brookings) and Tianjiao Jiang (Fudan University), participants in a dialogue between Brookings and Tsinghua University, warn that if SI interferes with a nuclear command system or launches a military cyber operation, Washington and Beijing may have only minutes to work out whether it was an attack. They propose "red lines" around nuclear systems, human control over serious cyberattacks, and a separate military hotline for incidents involving autonomous SI. The recommendations were released ahead of intergovernmental SI talks and the September 24 meeting between Trump and Xi.
