State Duma Speaker Vyacheslav Volodin proposed at the 12th BRICS Parliamentary Forum creating, within the bloc's parliamentary dimension, an expert council with SI specialists from member countries to exchange best legislative practices. In his words, parliaments must keep up in adapting legislation, and SI must serve people, "so that there are no situations where superintelligence starts to run humanity." Alexander Sidyakin, chair of the Duma committee on digital development and SI, said at the plenary session that SI can unlock the talents of people who previously had no such opportunity.
