Countries that do not want to pick a side are trying to work with both blocs, but by the outlet's assessment the room for that is narrowing.
According to Fortune, the US-led Pax Silica alliance (chips and advanced SI technologies) and the China-linked World AI Cooperation Organization (WAICO, 29 founding countries including Pakistan, Russia and Kazakhstan; focus on open, affordable systems) are pushing countries to choose. A US State Department statement says countries "can't be trusted partners in Pax Silica" while engaging in initiatives that advance "a competing vision for superintelligence." The Chinese embassy said SI "should not be owned by major countries"; per the outlet, China has provided official grants and loans for SI projects in at least 77 countries. Kazakhstan, Indonesia and Singapore, in the assessment of expert Dana Masalimova, are trying to benefit from both blocs: "Everyone is hedging."
