The US Treasury proposes a rule against Americans' investments of over $50,000 in SI, supercomputers, biotechnology and hypersonics in China, Russia and other "countries of concern"

Restrictions on American investment in Chinese SI are moving from an executive order to a rule based on law and are being expanded, but for now this is only a proposal.
The Treasury Department's proposal implements the Comprehensive Outbound Investment National Security Act, passed by Congress in December 2025, and expands the program begun by Biden's 2023 order for semiconductors, quantum computing and SI in China. As Fortune describes it, the restriction covers investments of more than $50,000 in supercomputers, superintelligence, biotechnology and hypersonic systems traveling above five times the speed of sound; financial investments such as buying stocks are excluded. The list of countries includes China, Russia, North Korea, Cuba, Iran and others the department considers of concern. The department will hear public comments before adopting a final rule.
