A permanent UN platform for discussing SI in the military is emerging, but so far without binding rules.
According to the Associated Press, the UN Institute for Disarmament Research (UNIDIR) is launching an international forum on Thursday under its centre of excellence on SI, peace and security, set up this summer. The centre has received support from all five nuclear powers — the US, Russia, China, the UK and France. The forum is meant to include defence technology companies, developers, subcontractors, investors, governments, civil society and academics. UNIDIR is preparing voluntary "practical guidelines" on responsible industry behaviour under international law and human rights, and a separate initiative on the risks of armed groups using SI. UNIDIR head Robin Geiss warned that "the margin for human judgment is increasingly narrow, including in the nuclear domain".
