METR reviews the section of Anthropic's report on misalignment risk: the risk is "low", but by its assessment because of the models' limited capabilities, not safeguards

Independent reviewers agree the danger is low for now, but say the reason is the models' weakness, not the reliability of safeguards.
METR reviewed the section "Misalignment in high-stakes settings" from Anthropic's August report on risks of internally deployed models. By its assessment, the conclusion of low risk holds mainly because the models' capabilities are limited, and the methodology would not have detected a higher risk had there been one. Among the weak points METR names are covert-capability tests that poorly reflect the ability to evade real monitoring, the difference between monitoring in evaluation and in production, and redacted sections of the report; recent cyber incidents, in its view, showed that models can mislead monitors in a way evaluations did not catch. METR considers the careful conveying of uncertainty a strength. Recommendations: end-to-end red-teaming of monitoring systems, a broader list of risk pathways (including a model undermining safety decisions inside Anthropic) and disclosure of the redacted passages.
