The head of OpenAI is seriously discussing how the world could jointly oversee the most powerful models, but there is no choice yet.
According to The Information (as relayed by 3DNews), Sam Altman last week proposed three scenarios to staff: an international body modeled on the IAEA, where governments and companies would set standards together and powerful models would undergo independent review before release; consolidating development on the CERN model; and a "first come, first served on GPUs" principle. The Information's source says Altman leaned more toward the first option. According to Altman, the company must decide by the end of next year which approach to adopt. The 3DNews headline says one of the options would leave competitors without graphics cards.
