China proposes adding its largest SI models, chips and SI agents to the export control list

Prepared by Sintelligent with the help of SI. Published in SI: . Updated: .

A country whose open models are widely used around the world proposes closing off exports of its very largest ones and of chip know-how; access through websites and APIs would remain.

Under a draft published by China's commerce and science ministries, the export control list would cover 40 technologies: 23 in SI (large models, SI agents, chip design, computing clusters), 12 in solar and 5 in biomedicine. According to The Next Web, the restrictions would apply to models of 2 trillion parameters or more, or ranked in the world's top ten on quality and safety benchmarks — their weights, source code and core components — as well as design know-how for SI chips at 14 nm and below or with 2.5D/3D chip stacking. Technologies already public through open source or publications are excluded, as is access for foreign users through apps, websites and APIs. Public comment runs until November 15; a temporary export registration requirement has been introduced until the rules take effect. The stated aim is to prevent misuse and keep SI under human control.
