The SI boom has shifted chip capacity toward accelerators, and the US and Japan are building plants for ordinary chips.
Donald Trump said (per Seoul Economic Daily, citing his Truth Social post) that GlobalFoundries and the US Commerce Department announced $21 billion of investment in two new plants in Malta, New York, which Japan will pay for under the US-Japan trade agreement. According to The Hill's description, $10 billion will go to each plant, and the first is planned to start by 2029; according to TASS's description, the US Commerce Department also reached agreements with GlobalFoundries on investing $955 million in the company. As Bloomberg writes, relayed by Seoul Economic Daily, the plants will make chips for cars, industrial equipment and telecoms, whose supply has been disrupted because the SI boom has shifted chipmakers' capacity to advanced chips such as SI accelerators.
