arXiv introduces a limit of two papers per person per month because of a flood of submissions partly created by SI tools

The main archive of scientific papers has capped how much one person can publish, because submissions doubled in two years, partly due to SI tools.

From October 1, 2026, arXiv allows one person to submit no more than two papers per calendar month across all categories; the limit of three simultaneously active submissions, in place since 2024, remains. The limit applies only to the person who submits the paper, not to co-authors; rejected papers also count, while a paper deleted before publication gives the slot back. According to arXiv (as relayed by The Decoder), September 2026 brought 40,363 submissions versus 20,569 in September 2024 and 9,869 in September 2016, and in cs.AI growth over two years was more than sixfold; the support team received nearly 9,000 tickets. Thomas Dietterich, chair of arXiv's advisory council, explained that "a relatively small proportion of authors are submitting a large number of low-quality papers and consuming a disproportionate fraction of the moderators' time."
