To build SI infrastructure, companies will have to win over local residents, not just obtain permits.
According to Fortune, developer NorthPoint Development offered the 4,500 residents of Hazle Township, Pennsylvania, about $10,000 each in exchange for permission to build a $165 million data center ("Project Hazelnut"); according to emails that came to light, the end user is Amazon.
