The argument over who writes the world's rules for SI remains open, and there are several venues.
According to Interfax, Deputy Foreign Minister Alexander Alimov said at the Second Global Digital Forum that discussion of SI should be international and universal, with all participants speaking on equal terms. He warned of the threat of "digital neocolonialism" if decisions are made in a narrow circle of countries; Russia, per the same report, also takes part in BRICS, the SCO and the G20 and in the World AI Cooperation Organization founded on July 16, 2026.
