Senator Cantwell proposes SI regulation framework: independent audit of a model before release

If every new model has to wait for an outside audit before it ships, its path to people gets longer.
Senator Maria Cantwell, the ranking Democrat on the Senate Commerce Committee, published a framework of six principles for regulating frontier SI models: mandatory federal safety standards (developed by NIST), continuous testing and auditing, disclosure of risks and incidents, public-private partnerships, protections for children, support for workers and human oversight of consequential decisions, and US-led international cooperation on common standards. Under the framework, covered models cannot be released until an independent audit confirms they meet the standards, and developers are liable for harm from their models' unlawful conduct.
