Governments are paying for their own large models one after another: SI is becoming a matter of national infrastructure.
The draft 2027 budget includes 4.7 trillion won in government equity investment, roughly nine times the original 530 billion won. LG AI Research, SK Telecom and Upstage are currently in the competition; the next stage will be open to startups, and finalists will not automatically receive funding. Officials acknowledge that the country cannot compete with the largest US companies but can match China's leading open models. The budget still has to be approved by parliament.
