Access to compute comes through renting abroad, not through chip shipments.
According to Reuters and the Financial Times (as relayed by TrendForce), the five-year agreement is Tencent's largest overseas lease; about 30% is paid up front, and it mainly involves Nvidia chips. US rules bar Chinese companies from buying advanced SI chips directly but do not yet restrict renting compute abroad, so the chips are not imported into China.
