According to OpenAI's description, Daybreak automates finding, checking and confirming fixes for vulnerabilities; the cyber agencies of several countries, including the Ukrainian government, have received access to it.
OpenAI announced on the sidelines of the UN General Assembly that it is giving Ukraine's Ministry of Digital Transformation access to Daybreak, an SI system built on GPT-5.6 Sol. According to OpenAI's description, the system finds vulnerabilities in software, checks whether they can be exploited, and confirms that a fix closes the vulnerability. According to the company, the goal is civilian protection: hospitals, energy, government networks. According to OpenAI, Ukraine's CERT-UA handled almost 6 thousand incidents in 2025 (37% more than in 2024). According to OpenAI, the cyber agencies of France, Germany and Poland previously received access to Daybreak; according to the company, Poland's CERT Polska used it to find six vulnerabilities in routers, all fixed by the manufacturers.
