Rosreestr refuses to make data center land a separate category; operators complain of rent increases of tens of times

Building SI infrastructure in Russia is still expensive and confusing: the rules for data centers are not keeping up with demand.
Data center operators asked for a separate permitted land use type: currently their plots are registered as "Communications", "Business management" or "Scientific and production activity", with different payments and taxes. In the Moscow region, from January 1, 2026, the rent coefficient for plots with the "Communications" type rose from 1.1 to 75. Rosreestr replied that under the Civil Code, data processing equipment is movable property, so a separate category is unnecessary, and introducing one would require re-registering documents. Part of the market was itself opposed, fearing that formalization would expose gray schemes and additional tax assessments.
