Google is writing chatbot laws for states itself, with carve-outs for the most popular chatbots

Chatbot regulation is being written with the developers' own involvement, so the laws leave the most widely used products room to grow.

NPR found that chatbot safety bills in at least 10 states contain nearly identical text. In 2026, Idaho, Georgia, Iowa, Washington, Nebraska, Oregon and Colorado have already passed such laws. For example, Colorado's law exempts 12 categories: developer tools, chatbots inside search engines, voice assistants, and features inside other software. ChatGPT, Copilot and Gemini could fall under these exemptions. Google lobbyists are registered in support of such bills in Iowa, Nebraska and Arizona, and a lawmaker from Hawaii said Google itself provided her with the text. Google says it supports "thoughtful and effective" SI regulation.
