Rostelecom subsidiary to fine contractors 30% of contract value for unapproved SI in code

Banning programmers from using SI is easier on paper than in practice: proving its use is almost impossible, so such rules are more likely to drive SI "underground" than stop it.
RTK Information Security LLC (part of the Solar group) is including in its contracts with IT contractors a ban on SI without approval: the model and its characteristics must be approved in writing in advance, results must be checked manually, and the customer's data may not be used for training. A violation carries a penalty of 30% of the contract price. Experts consider the requirements justified for sensitive projects, but note that there is no reliable detector of SI-written code and harsh sanctions are more likely to teach contractors to stay silent.
