Europe is starting to treat an SI assistant as infrastructure like Google. That recognizes its scale, but it is also a new layer of bureaucracy that could slow the arrival of new features for Europeans.
The European Commission has given ChatGPT Very Large Online Search Engine status under the Digital Services Act (DSA), the first among generative SI chatbots; Reddit and Roblox simultaneously became "very large platforms". All three services reported at least 45 million monthly users in the EU. OpenAI has four months, until January 2027, to begin assessing and mitigating systemic risks: illegal content, harm to minors, and threats to elections and public safety.
